答：關於天使和人類，上帝特別的預旨是：
（1）上帝惟獨出於祂自己的慈 愛，為了使祂榮耀的恩典得著稱讚，在日期滿足的時候，就藉着祂永恆不變的預旨，揀選了一部分天使得榮耀（提前5:21）；
（2）並在基督裏，揀選了一部分人得永生，且預定了得永生的途徑（弗1:4－6；帖後2:13－14）；
（3）並因着祂的主權和不可測 度的旨意（祂由此隨己意施與恩典，或不施與），置其餘的人於不顧，預定他們因自身的罪而遭受羞辱和震怒，使祂榮耀的公義得著稱讚（羅9:17－18，21－22； 太11:25－26；提後2:20；猶4；彼前2:8）。

提前5:21 我在 神和基督耶穌，並蒙揀選的天使面前囑咐你：要遵守這些話，不可存成見，行事也不可有偏心。
弗1:4-6 就如 神從創立世界以前，在基督里揀選了我們，使我們在他面前成為聖潔，無有瑕疵；又因愛我們，就按着自己意旨所喜悅的，預定我們藉着耶穌基督得兒子的名分，使他榮耀的恩典得着稱讚；這恩典是他在愛子裏所賜給我們的。

提後2:20 在大戶人家，不但有金器銀器，也有木器瓦器；有作為貴重的，有作為卑賤的。
猶4 因為有些人偷着進來，就是自古被定受刑罰的，是不虔誠的，將我們 神的恩變作放縱情慾的機會，並且不認獨一的主宰我們(「我們」或作「和我們」)主耶穌基督。
彼前2:8 又說：「作了絆腳的石頭，跌人的磐石。」他們既不順從，就在道理上絆跌(或作「他們絆跌都因不順從道理」)；他們這樣絆跌也是預定的。
