答：关于天使和人类，上帝特别的预旨是：
（1）上帝惟独出于祂自己的慈 爱，为了使祂荣耀的恩典得著称赞，在日期满足的时候，就借着祂永恒不变的预旨，拣选了一部分天使得荣耀（提前5:21）；
（2）并在基督里，拣选了一部分人得永生，且预定了得永生的途径（弗1:4－6；帖后2:13－14）；
（3）并因着祂的主权和不可测 度的旨意（祂由此随己意施与恩典，或不施与），置其余的人于不顾，预定他们因自身的罪而遭受羞辱和震怒，使祂荣耀的公义得著称赞（罗9:17－18，21－22； 太11:25－26；提后2:20；犹4；彼前2:8）。

提后2:20 在大户人家，不但有金器银器，也有木器瓦器；有作为贵重的，有作为卑贱的。
犹4 因为有些人偷着进来，就是自古被定受刑罚的，是不虔诚的，将我们 神的恩变作放纵情欲的机会，并且不认独一的主宰我们(“我们”或作“和我们”)主耶稣基督。
彼前2:8 又说：“作了绊脚的石头，跌人的磐石。”他们既不顺从，就在道理上绊跌(或作“他们绊跌都因不顺从道理”)；他们这样绊跌也是预定的。
