第二十三章 论民事长官

一、为全世界至高者的主宰与君王的神,为了他自己的荣耀和人类的公益任命了民事长官,使他们在神以下,在百姓以上;为了这个目的,神以刀剑的势力装备他们,用以拥护和奖励善人,处罚行恶者1。
二、基督徒被召执行民事长官的职务时,接受并执行此职,乃属正当之事2,当执行职务时,应照各国家健全的法律来维持敬虔、正义与和平3;所以为了这个目的,现今在新约之下,他们可以为了正当与不得已的理由从事合法的战争4。
三、民事长官不可擅自讲道并施行圣礼,或执掌天国钥匙之权5,或干涉有关信仰的事。然而他却有权,也是他的本分去保持教会内的一致与和平,维持神真理的纯正无缺,禁止亵渎和异端,防止或改革在礼拜与教规中所有的腐败和滥用,并正当地规定、执行和遵守所有的宗教仪式6。为了更生实效的目的,他有权召集教会会议,出席会议,并规定在会议中所处理的一切事,乃为合乎神的旨意7。
四、为民事长官祈祷8,尊敬他们的人格9,给他们纳税或缴交其他费用10,服从他们合法的命令,并为良心的缘故服从他们的权威11,乃是人民的义务。不信神或具有不同宗教的长官,并不因此使他正当而合法的权威失效,也不能使人民不顺从他12;教会人员亦当顺从13;教皇无权统治他们,或管辖他们的百姓。更不能判定他们为异端者,或任何其他借口来剥夺他们的领土或生命14。

第二十三章 论国家官员
一.上帝是至高的主和全世界的王,祂在 自己之下设立国家官员治理人民,是为了祂自己的荣耀和公众的利 益,因此赋与他们佩剑的权柄,用以保护并鼓励行善的,处罚作恶的(罗13:1-4;彼前2:13-14)。
二.基督徒若被委任接受并执行国家官员的公职,乃是合乎圣经的(箴8:15-16;罗 13:1,2,4);他们在按照各个国家健全的法律执行公 职时,应当特别维持虔敬、公正与和平(诗2:10-12;提前2:2;诗82:3-4;撒下23:3;彼前2:13),同样,为此目的,如今在新约之下,他们可以合乎律法地从事公义和必须的战争(路3:14;罗13:4;太 8:9-10;徒10:1-2;启17:14,16)。
三.国家官员不可僭取 讲道,施行圣礼,或执掌天国钥匙之权(代下26:18;太16:19;18:17;林前12:28-29;弗4:11-12;林前4:1-2;罗10:15;来 5:4);然而他却有权,也是他的本分,维持教会的合一与 和平,保守上帝真理的纯洁和完整,压制一切亵渎和异端,阻止或改革崇拜和法规的一切弊端,并正当地确立、执行并遵守上帝的典章(赛49:23;诗122:9; 拉7:23-28;利24:16;申13:5,6,12;王下18:4;代上13:1-9;王下23:1- 26;代下34:33;15:12-13)。为求促进这些目的,他有权召集教会会议,列席其间,并使所规定的合乎上帝的意旨(代下19:8-11;29;30; 太2:4-5)。
四. 人民当为国家官员祈祷(提前2:1-2),尊敬他们的人格(彼前2:17),给他们纳税(罗13:6-7 ),服从他们合乎律法的命令,为良心的缘故服从他们的权威(罗13:5;多3:1)。不信宗教或宗教差异,并不废止国家官员正当和合乎圣经的权威,也不解除人民对他们的顺服 (彼前2:13,14,16);这种顺服,教会人员也是不能免的(罗13:1;王上2:35;徒25:9-11;彼后 2:1,10,11;犹8-11)。教皇在他们领土之内对 他们或他们的任何人民都没有任何统治权或管辖权,尤其不能因着把他们判为异端者,或假托任何名义而剥夺他们的土地或生命(帖后2:4;启 13:15-17)。

23.4 人民有责任为政府官员祷告,尊敬他们,给他们纳税或缴 交其他当纳的,服从他们合法的命令,并为良心的缘故服从他们 的权柄。不信上帝或信仰不同宗教的官员,并不因此使他正当合 法的权柄失效,也未免除人民对他应有的顺从。教会人员亦当顺 从官员,并无豁免;官员在他们领土内治理,教皇更是无权统治 他们,或管辖他们的百姓;更不能以判定他们为异端或任何其他 借口,而剥夺他们的领土或生命。

CHAPTER 23 OF THE CIVIL MAGISTRATE
1. God, the supreme Lord and King of all the world, hath ordained civil magistrates, to be, under him, over the people, for his own glory, and the public good: and, to this end, hath armed them with the power of the sword, for the defense and encouragement of them that are good, and for the punishment of evildoers.
2. It is lawful for Christians to accept and execute the office of a magistrate, when called thereunto: in the managing whereof, as they ought especially to maintain piety, justice, and peace, according to the wholesome laws of each commonwealth; so, for that end, they may lawfully, now under the new testament, wage war, upon just and necessary occasion.
3. Civil magistrates may not assume to themselves the administration of the Word and sacraments; or the power of the keys of the kingdom of heaven; or, in the least, interfere in matters of faith. Yet, as nursing fathers, it is the duty of civil magistrates to protect the church of our common Lord, without giving the preference to any denomination of Christians above the rest, in such a manner that all ecclesiastical persons whatever shall enjoy the full, free, and unquestioned liberty of discharging every part of their sacred functions, without violence or danger. And, as Jesus Christ hath appointed a regular government and discipline in his church, no law of any commonwealth should interfere with, let, or hinder, the due exercise thereof, among the voluntary members of any denomination of Christians, according to their own profession and belief. It is the duty of civil magistrates to protect the person and good name of all their people, in such an effectual manner as that no person be suffered, either upon pretense of religion or of infidelity, to offer any indignity, violence, abuse, or injury to any other person whatsoever: and to take order, that all religious and ecclesiastical assemblies be held without molestation or disturbance.
4. It is the duty of people to pray for magistrates, to honor their persons, to pay them tribute or other dues, to obey their lawful commands, and to be subject to their authority, for conscience' sake. Infidelity, or difference in religion, doth not make void the magistrates' just and legal authority, nor free the people from their due obedience to them: from which ecclesiastical persons are not exempted, much less hath the pope any power and jurisdiction over them in their dominions, or over any of their people; and, least of all, to deprive them of their dominions, or lives, if he shall judge them to be heretics, or upon any other pretense whatsoever.

I. III. Civil magistrates may not assume to themselves the administration of the Word and sacraments; or the power of the keys of the kingdom of heaven;[5] yet he has authority, and it is his duty, to take order that unity and peace be preserved in the Church, that the truth of God be kept pure and entire, that all blasphemies and heresies be suppressed, all corruptions and abuses in worship and discipline prevented or reformed, and all the ordainances of God duly settled, administrated, and observed.[6] For the better effecting whereof, he has power to call synods, to be present at them and to provide that whatsoever is transacted in them be according to the mind of God.[7]
IV. It is the duty of people to pray for magistrates,[8] to honor their persons,[9] to pay them tribute or other dues,[10] to obey their lawful commands, and to be subject to their authority, for conscience' sake.[11] Infidelity, or difference in religion, does not make void the magistrates' just and legal authority, nor free the people from their due obedience to them:[12] from which ecclesiastical persons are not exempted,[13] much less has the Pope any power and jurisdiction over them in their dominions, or over any of their people; and, least of all, to deprive them of their dominions, or lives, if he shall judge them to be heretics, or upon any other pretence whatsoever.[14]

7 代下十九8-11约沙法从利未人和祭司,并以色列族长中派定人,在耶路撒冷为耶和华判断,听民间的争讼,就回耶路撒冷去了。约沙法嘱咐他们说:“你们当敬畏耶和华,忠心诚实办事。 住在各城里你们的弟兄,若有争讼的事来到你们这里,或为流血,或犯律法、诫命、律例、典章,你们要警戒他们,免得他们得罪耶和华,以致他的忿怒临到你们和你们的弟兄。这样行,你们就没有罪了。 凡属耶和华的事,有大祭司亚玛利雅管理你们;凡属王的事,有犹大支派的族长以实玛利的儿子西巴第雅管理你们。在你们面前有利未人作官长,你们应当壮胆办事,愿耶和华与善人同在。” 29-30;太二4-他就召齐了祭司长和民间的文士,问他们说:“基督当生在何处?” 5他们回答说:“在犹太的伯利恒。因为有先知记著说:
8 提前二1所以,你们既除去一切的恶毒(注:或作“阴毒”)、诡诈并假善、嫉妒和一切毁谤的话, -2就要爱慕那纯净的灵奶,像才生的婴孩爱慕奶一样,叫你们因此渐长,以致得救。
9 彼前二17务要尊敬众人,亲爱教中的弟兄,敬畏 神,尊敬君王。
10 罗十三6-你们纳粮也为这个缘故,因他们是 神的差役,常常特管这事。 7凡人所当得的,就给他;当得粮的,给他纳粮;当得税的,给他上税;当惧怕的,惧怕他;当恭敬的,恭敬他。
11 罗十三5你们纳粮也为这个缘故,因他们是 神的差役,常常特管这事。;多三1 你要提醒众人,叫他们顺服作官的、掌权的,遵他的命,预备行各样的善事。

13 罗十三1在上有权柄的,人人当顺服他,因为没有权柄不是出于 神的,凡掌权的都是 神所命的。;王上二35王就立耶何耶大的儿子比拿雅作元帅,代替约押,又使祭司撒督代替亚比亚他。;徒廿五9但非斯都要讨犹太人的喜欢,就问保罗说:“你愿意上耶路撒冷去,在那里听我审断这事吗?” 10保罗说:“我站在凯撒的堂前,这就是我应当受审的地方。我向犹太人并没有行过甚么不义的事,这也是你明明知道的。 -11我若行了不义的事,犯了甚么该死的罪,就是死,我也不辞!他们所告我的事若都不实,就没有人可以把我交给他们。我要上告于凯撒。”;彼后二1从前在百姓中有假先知起来,将来在你们中间也必有假师傅,私自引进陷害人的异端,连买他们的主他们也不承认,自取速速的灭亡。、10那些随肉身纵污秽的情欲、轻慢主治之人的,更是如此。他们胆大任性,毁谤在尊位的也不知惧怕。 11就是天使,虽然力量权能更大,还不用毁谤的话在主面前告他们。犹一8这些做梦的人也像他们污秽身体,轻慢主治的,毁谤在尊位的。 9天使长米迦勒为摩西的尸首与魔鬼争辩的时候,尚且不敢用毁谤的话罪责他,只说:“主责备你吧!” 10但这些人毁谤他们所不知道的。他们本性所知道的事与那没有灵性的畜类一样,在这事上竟败坏了自己。 11他们有祸了!因为走了该隐的道路,又为利往巴兰的错谬里直奔,并在可拉的背叛中灭亡了。
14 帖后二4他是抵挡主,高抬自己,超过一切称为神的和一切受人敬拜的,甚至坐在 神的殿里自称是 神。启十三15又有权柄赐给它,叫兽像有生气,并且能说话,又叫所有不拜兽像的人都被杀害。 16它又叫众人,无论大小、贫富,自主的、为奴的,都在右手上或是在额上受一个印记。 17除了那受印记、有了兽名或有兽名数目的,都不得作买卖。

Deal courageously, and the Lord shall be with the good. (2CH 29-30) MAT 2:4 And when he had gathered all the chief priests and scribes of the people together, he demanded of them where Christ should be born. 5 And they said unto him, In Bethlehem of Judaea: for thus it is written by the prophet.

Presumptuous are they, selfwilled, they are not afraid to speak evil of dignities. 11 Whereas angels, which are greater in power and might, bring not railing accusation against them before the Lord. JUD 8 Likewise also these filthy dreamers defile the flesh, despise dominion, and speak evil of dignities. JUD 9 Yet Michael the archangel, when contending with the devil he disputed about the body of Moses, durst not bring against him a railing accusation, but said, The Lord rebuke thee. 10 But these speak evil of those things which they know not: but what they know naturally, as brute beasts, in those things they corrupt themselves. 11 Woe unto them! for they have gone in the way of Cain, and ran greedily after the error of Balaam for reward, and perished in the gainsaying of Core.
